Open Government Plan - from conception to implementation

Plan preparation:

The public must be consulted at all the stages of the preparation of the plan!

1. The public is invited to submit proposals for the action plan.

  • Holding public consultation on the ideas for the plan.
  • The received proposals are published on the portal e.pilietis.lrv.lt

The principles of open public governance - participation, accountability and transparency - must be followed in the preparation of the plan.

2. Examination of public proposals

  • Assessing the relevance of the received proposals.
  • Deciding on which institution (owner) could be responsible for the implementation of proposals.
  • The assessed proposals are handed over to the working group to draw up an initial list of actions for the plan.

3. Agreeing about the guidelines and measures for the plan.

  • Holding a discussion on the implementation of the plan.
  • The promoters draw up descriptions of the measures.
  • The working group deliberate the draft plan.

4. The plan is approved by the Government

  • The Government deliberate the plan.
  • The plan is posted on the following websites: Open Government Partnership and e-pilietis.lrv.lt

The public plays key role in the preparation of the plan which builds on its proposals!

Following the implementation of the plan:

Not only can people participate in the drafting of the plan but they can also follow its implementation on the website

1. Midterm actions and outcomes:

  • Drawing up a midterm plan report.
  • Holding public consultation on the evaluation of the midterm outcomes (progress) of the plan.
  • Publicising the public consultation outcomes on the progress of the plan.
  • Drawing up a midterm external evaluation report.

2. Final actions and outcomes:

  • Drawing up a final plan report
  • Holding public consultation on the evaluation of the final outcomes (progress) of the plan.
  • Publicising the public consultation outcomes on the implementation of the outcomes of the plan.
  • Drawing up a final external evaluation report.
